motion by Mr Mahoney seconded by Mr Helm discussion
4:47
all those in favor unanimous you’re abstaining oh I’m sorry
4:54
Mr quintal for and Mr quindle abstaining
4:59
okay next is public comment do we have anyone in public comment
5:06
up it
5:14
push the microphone Steve Lyden it was brought up a while
5:19
back about the hedges Pond preserve and I think the town owns that property and
5:24
there was four Cottages it was supposed to be torn down and the building inspector who who said that they were
5:30
unsafe and now they’re hazardous I know the good weather’s coming and people are going to be up there is there any reason
5:37
why these buildings haven’t been torn down and do we know when this is going to happen thank you well I bet you the the town
5:45
manager might have answers for that yeah sure happy to provide an update
5:50
um so as I mentioned in the past the the four cabins have been tested for
5:56
hazardous materials they’ve all tested positive for lead um this lead is what we believe is
6:02
leaching into the soil we’ve also tested the Great Hall as well fortunately I
6:07
don’t believe that has tested positive for lead I’ve recently applied to CPC
6:13
for seventeen thousand dollars so that we can test the soil for lead and start
6:18
the process of tearing those buildings down I would expect assuming CPC
6:24
provides that seventeen thousand dollars worth of funding we’ll have to go to the fall time meeting to seek Elijah a sum
6:32
of money for the actual demolition in disposal of the product so I’m waiting
6:37
to hear back from the CPC as to whether or not they’ll entertain that application [Music]
6:44
any questions Mr Mahoney can you follow up with that
6:50
at your CPC meeting yes
6:57
Madam chair there hasn’t been a meeting in a few weeks so as soon as there is a next regularly scheduled meeting
7:03
I will certainly communicate that to yourself the rest of the board and the town manager and
7:10
certainly at the Town manager is available who knows maybe he’ll be inclined to attend the meeting but we are still
7:16
I thought we met a couple of weeks ago and supposed to have the second part of the
7:21
summit to clarify and you know agree to some of these issues and solutions moving forward
7:28
Derek do we have any dates for that second part
7:33
um I haven’t been invited to a an additional meeting like I said I had I did apply um last week for seventeen thousand
7:40
dollars in my email I had suggested to all the CPC members that I’d be happy to
7:45
come before the committee and present this request the town clerk has informed
7:51
me we believe CBC may be meeting this Thursday
7:59
okay so um that’s news to me it wasn’t aware that they were actually uh having
8:04
the discussion 4 30. okay
8:14
um the last time I checked my email there was no update there so this is recent news
8:19
all right thank you okay um just Derek if we could have a plan B
8:28
just in case the application goes nowhere and if the ability if the
8:34
our building department is saying that we have to take down those buildings because it’s a safety hazard then we
8:40
need to address those immediately agreed all right any public comment
8:48
could you please say your name uh good evening John magnarelli nine Mariners
8:53
way it seems like every time there’s a planning board select board zoning board
8:59
meeting the issue of water comes up whether it’s quality or quantity at the
9:06
July June I’m sorry the January 10th meeting of the select board at the end of the meeting Mr Mahoney came up with a
9:13
suggestion that maybe it’s time to put a temporary moratorium on building and Madam chair chairwoman that you kind of
9:20
jumped on it and said well maybe we should have a meeting between the select board and the planning board in a
9:26
solicit public comment and you know see see what the people think and see what you guys think I was just wondering have
9:33
we moved forward on that Forum at all or where are we or is it still viable I I
9:39
did um reach out to Mr Grandy and I haven’t uh I may have heard back but we
9:45
have had one meeting so could we set up that second meeting I have talked to Mr Hammond our planning director and he’s
9:52
trying to organize a joint meeting with the planning board and select board in May in the month of May oh that’s
9:58
fantastic you’ll be before May 16th and you’re right I know that Mr quintal
10:06
and I have been trying to move forward with a moratorium for three years and it’s never
10:12
really kind of gotten anywhere but now I think there are some valid reasons out
10:18
there we have plenty of water we just don’t have any way to move it move it exactly so all right thank you very much
10:24
you’re welcome okay any more public comments
10:30
no um we have a license administrative notes
10:37
and permits does anyone have any issues with anything in those categories
10:44
and if not I’d like to see them moved as a group
10:51
not through the chat of the Town manager Mr brindisi I was just looking for an explanation on
10:58
on my packet it says admin note number two I believe it’s now technically number one
11:04
but a proven execute the annual town meeting proposed Town Charter ballot question language and I
11:12
just wondering if you can provide an explanation there on that one thank you uh sure so uh Tom Clerk’s had this
11:17
evening she’s been working very closely with Town Council on drafting the two
11:22
questions that are before you this evening both of these questions um they
11:28
articulate to the voter what voting no means on the charter question and what a yes
11:36
vote would mean on a chatter question there had there was some confusion with some Charter commission members who
11:43
thought that this was more or less a summary of the chat and it’s not it’s a yes no vote and what that means that
11:50
shot a commission under the statute they are they have the authority to draft a
11:55
summary of what the Chata entails and they’re working on that summary as well and as the town clerk pointed out to me
12:02
if you think of the red book when we have state ballot questions it would be similar to that so we’ll have
12:09
the yes vote the no vote and then a summary of the chatter itself
12:14
thank you yeah it’s on there okay
12:20
and will we be able to review those questions before they’re put on the ballot
12:25
yes but it’s not on the agenda right
12:34
the agenda item and admin note the board will vote to approve and execute the
12:40
2023 annual time proposed to Uncharted ballot question no I mean once it yeah okay all right
12:51
gotcha um
12:56
anyone um questions comments anything do we have a motion
13:04
Louisville has presented second motion by Mr quintal seconded by Mr
13:09
Mahoney Madam chair sorry to interrupt are you are you saying that you’re going to be
13:16
voting as a group for admin notes licenses and permits as well okay
13:21
just checking things a question uh for since this is uh there’s language going
13:29
on to the ballot should it not be a separate vote rather
13:34
than voted in Mass traditionally we’ve voted these separately
13:40
just for clarity
13:51
just a point of clarification because he’s been in with the executive session he hasn’t caught up on his email the
13:57
charter commission has presented their summary to me before the deadline which is Monday so I have that in my email so
14:05
the ballot will read shall the town of Plymouth accept the charter then it will be a summary and it’s about 451 words
14:13
and then it was and then it will be the no if you vote no if you vote Yes which is in your packet that’s what it will
14:20
look like and if you you don’t need a separate vote because I just need something that you voted on this
14:25
according to the chart of 5-1-3 and that puts the yes no one statement that I’m
14:33
looking to do and the child also requires that to be published in the newspaper which I’ll take care of in a
14:38
couple weeks okay so we have a motion and a second
14:46
discussion all those in favor
14:51
unanimous all right next is recognition of years
14:57
for Mr de Blasio
15:02
where does Mr Block there he is I’m hiding Barry is hiding this evening
15:09
um so we wanted to take a moment to recognize Barry’s 20 years of service with a ton
15:16
of Plymouth unfortunately Barry although today was his last official day serving in this capacity he was unable to be
15:23
with us physically so Barry I don’t know if you can see this but we have a nice going away present for you
15:29
it’s not cash um so I just wanted to spend a few minutes
15:35
just talking a little bit about Barry again I know a lot of you guys know Barry over you know because he has a
15:42
service and the things he’s done for the town but um on a personal level Barry and I we we
15:48
had a really good working relationship when I was the assistant Tom manager and then that relationship continued when I
15:55
became the top manager in Upton and oftentimes I would call Barry and I would ask him for advice in fact there
16:00
was one occasion I took the recreation director from opt-in and we did a site
16:06
visit down here in Plymouth and Barry took us all around and kind of gave us really good advice on the things that we
16:11
could do in Upton and I always appreciated Barry’s friendship in that in that respect and that I come back as
16:18
a Time manager and we continue to have that relationship and you know and I knew Barry I think Barry told me on like
16:24
week two of my return last year that he would be retiring in a year and and um I
16:31
appreciate the one-year notice that he gave us all to prepare for his departure but I think you guys really know
16:38
everything Barry has accomplished I mean Barry served as a past president of the mass Rec Association
16:45
during that time he served on the governor’s task force for outdoor recreation so when Governor Baker
16:52
convened a group of individuals he called on Barry to assist him in thinking about what strategies and
17:00
policies should the state be thinking about when we think about outdoor recreation during during the covet
17:05
experience and so you know talking about Barry I didn’t realize that you know
17:10
Barry it was his idea when he met with the previous time manager to move Recreation out of the DPW and into the
17:19
Community Resources when you think about Community Resources and what it does day in and day out it focuses us on our
17:25
people Public Works focuses on our infrastructure and so you know he was he
17:30
he had the foresight to take Recreation that focuses on our people and put that in the appropriate department so that’s
17:36
going to set the stage for what we plan to do in the future with that department so and then Barry and I we had a
17:43
conversation today about you know growing up in this City and we didn’t we didn’t have ponds we didn’t have lakes we certainly don’t have a coastline with
17:50
beaches so we relied very heavily on on splash pads and and public pools
17:56
um and and the town only has one splash pad over here at Nelson and you know talking
18:02
about Barry realizing that you know he was a a big advocate of getting this Splash Pad here
18:08
and and you go there on the on a hot summer weekend and that thing is packed so I just bringing up some of the
18:15
achievements Barry has contributed to the town over the years and we talked about a hedger’s pond and you know that
18:21
valuable resource so um you know Barry I wanted to thank you personally for everything you’ve done
18:26
for the town in the 20 years I plan on continuing to keep your cell
18:31
phone because I’m sure I’ll have lots of questions in the future and I wish you well you and your wife into your
18:37
retirement and please make sure you come back to the town and and visit you have
18:43
a bunch of friends here so we all wish you well so again Barry will hopefully we’ll see you in town to give this to
18:48
you but if not we’ll package it up and send it to Fox Road great thank you so much
19:00
Barry congratulations on your retirement I
19:06
certainly enjoyed working with you over the last 10 to 15 years I know that you know you’re only a text or a phone call
19:12
or an email away and your response 90 of the time was virtually instantaneous
19:18
um you know we Mr brandisi just mentioned Hedges and we had a conversation about
19:24
that earlier I know that you were there from the beginning you put that road map together with respect to the program you
19:31
know the revolving fund had made a sustainable and you know and the revenue that it generates from you know
19:37
providing those campers with the opportunity to get down on that site which is really a phenomenal asset for
19:43
this community but you know a lot of credit goes to yourself and you know certainly to the workers in your department
19:49
I I know that you’re jealous that looks like Hedges is going to head into another phase here and you won’t be around full time to participate in that
19:56
but I could always pass you in I could always patch you into uh you know a CPC meeting if you want to uh be an informal
20:02
consultant okay happy to be there yeah okay all right Barry I wish you and the wife the best
20:08
at everything you do in the future thank you thank you so much
20:13
Mr Blitzer Hey Barry it’s Charlie Blitzer how are you sorry I just want to uh just say a
20:22
couple things about your uh your class act a gentleman
20:27
a people person a professional those are just some of the words to describe you
20:33
I want to thank you for your 20 years of service as Derek touched on you’ve done so much for this town
20:40
but there’s one thing that I one thing that I want to bring out that you did which is very important to our tourism
20:46
is the revitalization of Memorial Hall you know you’ve revitalized that place
20:52
and it’s I know the last couple of years that are busy as she has it’s ever had and it’s only going to get busier
20:58
because of you in the work that you’ve done down there so I just wanted to uh thank you congratulate you and your
21:05
retirements and wish you well in the future I know you’re you’re not done you’re going to be you’re going to be
21:10
doing something somewhere you’re not done you’re too young to be done so congratulations
21:15
thank you Charlie
21:21
Barry it’s been a pleasure all the years and reiterate what Charlie and John have
21:27
already said and I wish you the very best thank you so much and we’ll probably see
21:32
you somewhere I’m sure start with helm
21:38
Barry I’ve only worked with you for a short period of time um but it’s been a very pleasurable time
21:44
uh your forthcoming nature your understanding of the history of things
21:51
around Plymouth under under your domain and your willingness to work with the
21:56
groups that that I’ve been involved with is really appreciated uh you’ll definitely be missed but congratulations
22:04
thank you so much Eric I guess they’re going to save the best for last so yes
22:11
well we certainly have been on very opposite sides of um some issues but I appreciate your
22:19
respectfulness and we always seem to come to the right conclusion somewhere
22:25
down the road once we finished our own kind of path to get there so but I wish
22:32
you the best of luck and I’m sure you’ll be doing something hopefully a Plymouth resident Maybe
22:39
um and maybe I we appreciate everything you’ve done for the rec department has
22:44
it has moved by Leaps and Bounds from you know way back in 2 4 2014 when I
22:51
started paying attention so um wish you the best of luck and have fun
22:57
I definitely well and I want to thank you for all of your help too you’ve you know we the debate in the challenge has
23:04
always been great it’s all about the journey and I think everyone here can agree that Plymouth is an amazing
23:10
community and it’s truly been my honor to have worked for this community so you’re thinking me I’d like to really
23:16
take the opportunity to thank all of you it’s been one of the best jobs I’ve ever had
23:22
thanks
23:27
hey um and now the next order of business uh
23:34
the Public Employee committee PEC agreement and I believe we have
23:39
do we have Silvio or Derek or who the man we may both uh
23:46
the legend you know this one do you have a slide deck
23:51
and so I just um as Anthony pulls that up we have a
23:58
a PEC agreement that is before you this evening for final ratification I’m going
24:04
to spend a few minutes um going through the highlights of this agreement and the negotiations
24:12
before I thank everybody I want to thank Silvio and Brad and Lynn about our
24:18
finance director and Sue shalu and the staff over the school department for helping us move this along
24:28
and then I think kind of the Catalyst Behind These negotiations was our chairwoman and our vice chairman who who
24:35
uh kind of set the stage in the groundwork uh to work with the unions on
24:41
what I would argue is probably one of the most successful PEC negotiations in
24:46
quite some time and we’ll share why we all think it’s a successful PEC negotiation
24:56
as soon as this works
25:02
foreign so these are some of the highlights
25:07
Silvio thank you for putting this together so this is a six-year agreement so just to kind of give people a little
25:14
bit of History we had one year remaining on the existing PEC agreement and during discussions we’ve we all
25:21
collectively said wouldn’t it be great to have a five-year agreement and then as you’ll see with some of the changes
25:27
what we realized is that you know we’re going to see some substantial significant changes uh savings on year
25:35
one so we decided let’s let’s move our savings into what would
25:43
not ordinarily have been the last year of the existing PEC agreement so we took
25:48
that one year remaining bundle that with a five-year agreement which is why we came to a six-year agreement
25:55
so you’ll see I’m going to go over the the changes in the next three years in the last three years we kept status quo
26:02
so in year one uh and this was um this was a proposal that actually came from the union this program called pillar RX
26:10
it’s a coupon program that will assist
26:15
the the um the employee and the retirees with trying to have low-cost options to
26:23
uh to their prescription meds uh so this is a this is a year one implementation
26:29
uh program uh we’re working uh as we speak on an opt-out policy so the
26:35
opt-out policy in summary is uh it gives the ability for existing employees who
26:41
are a part of our health insurance program who may have an alternative health insurance program stay with their
26:47
spouse to incentivize them to opt out of the towns plan and then give them some
26:53
type of stipend for opting out so a family plan is approximately 23 24 000 a
26:59
year so if you know say we paid out a small sum of money for the for a person
27:04
who’s on the family plan you know we could save anywhere from 20 to 18 to 20
27:10
000 depending on what we finally agree on as far as the opt out so it could be significant savings depending on the
27:17
number of people that enroll in that part in that program and then another prescription program is
27:23
a supplemental Medicare Part D program for retirees that program along with the other two I
27:29
just previously mentioned will all be implemented in Year One which again would have been the final
27:35
year of the existing PEC agreement and so we wanted to move these savings up
27:41
now instead of having to wait one year and so in year two
27:47
we have a PPO plan so any existing
27:53
employee who is enrolled in the PBO plan we will go to a 70 30 split in fy25 so
28:02
which will be year two of this agreement currently that plan is a 75-25 split
28:09
in addition to that any new employee who enrolls in the PPO plan will also
28:16
participate in a 70 30 split and then we started to have some planned
28:22
design changes they were minor but they do have some savings associated with those so the moving up to 100 on the
28:30
co-pay program for Ed visits and then a 300 copay for any inpatient care
28:37
I believe that’s currently a hundred dollars that one then and then again another prescription this
28:43
is for the active employees another uh plan design change for their prescription plan uh which will affect
28:49
some of their co-pays and that’s a tad program it’s very detailed um to get into
28:56
and then the last year the agreement is so this is for all of our employees that
29:02
are on the HMO plan we will move to a 70 30 split in FY 26.
29:09
So currently the HMO plan is a 75-25 split and we’re going to move this to a
29:16
70 30 split and so those are the those are the highlights of
29:21
um what’s before you this evening to discuss and to hopefully vote in the
29:27
affirmative on I have to say though the unions led by Mr pinto and his team of
29:36
Union heads were very collaborative they were very engaged I’m happy to say
29:43
we didn’t have to burn one dollar on getting attorneys involved in this in
29:48
these negotiations so I want to thank them for all of their hard work in
29:54
recognizing that this is a a Cooperative collaborative type of
30:00
endeavor and they recognized that early on and I think we’ll all bear the fruit
30:05
from those negotiations Penny any questions that’s all I have for this presentation
30:20
I I don’t have any questions I just couple of comments and colleague to my left reminded me of a
30:27
story from a few years ago so is it the time machine the PEC agreement
30:34
from 15 to 18. was relatively simple and straightforward and
30:40
comment from a prior colleague was that the cake was baked ahead of time so
30:46
and that may be true but this one I mean I think this this agreement here
30:53
certainly surpasses that agreement so uh full credit to all the individuals
30:58
involved on the union side and on the select board and town staff because
31:04
what they baked here is probably precedent setting and you know just uh
31:11
it was a wedding I was impressed with the the timeliness and how quickly that this progressed and came to uh came to
31:17
be so hats off to everyone involved yeah no I would agree I you know that um
31:24
that was the reason why we all were comfortable with doing a six-year agreement
31:30
because of the substantial benefit to the employees and um to our residents and our taxpayers so
31:37
you know we thought that six years was was was an adequate um milestone
31:44
okay I want to Echo what John said um this is a really great example of
31:53
cooperation um and you know the the both the town
31:58
and the unions getting together for the benefit of the residents and the taxpayers one question you may not be
32:06
able to answer this for those viewing is there any not holding anybody to it but
32:13
an idea of what savings might accrue
32:19
I know that might be difficult but um just to give them some idea if we have an idea uh yeah so we I mean it’s kind
32:27
of a ballpark idea only because um it depends on the number of enrollees
32:32
and you know who takes family plan versus a single plan and who opts out and so on and so forth so you know we
32:38
you know we’re thinking that so over the course of this period of time
32:43
um over the six year period we’re projecting we could save upwards of about five million dollars over that six
32:48
year period and again this is tier so we’re going to see some Savings in year one we’re going to see some Savings in year two and
32:55
we’ll fully realize all those Savings in year three so those will be compounded over that period of time
33:03
what on that comment Derek it’s not 5 million over six years once you get up
33:09
to the full implementation in year three that’s five millions in savings annually I would say it’s probably not quite that
33:16
high okay 5 million annually it’s probably closer to
33:23
three and a half okay three and a half to three point eight again it just dependent on who enrolls into what
33:28
programs who enrolls in the PPO program who enrolls in the HMO program okay
33:35
okay and I want to say thank you to all involved Madam chair Derek Town staff
33:42
um in the local group The Petco organization Dale I’m Tom Pinto Brian baruana the whole
33:50
gang um and it’s nice to see and I’ve said it before um when I say things are quiet
33:57
and this is a great example and it it leads right back to you also
34:03
you and Brad and the staff everybody seems to be getting along and
34:08
getting the job done I mean I remember staying at the table nicely you know I work for the taxpayers also so you know
34:16
and it went you know it took a couple but uh every everything was respectful it went pretty pretty smooth and I think
34:24
it’s out of the way and now you know you’ll have the regular contracts opening up and this is an app to dilute
34:30
the waters up and it was done you know I’ve been to a few of these and this is
34:36
probably the second most uh the first most organized I’ve ever seen everyone act respectable and it was nice I’m very
34:44
proud again really like insane good job to you too thank you
34:51
so um one of the things that I know that we have worked really hard on is Trust
35:00
and I think we’re finally there I think that we trusted them to know what our
35:07
circumstances were and they trusted us to be honest and say we’re we’re not
35:14
here to hurt you so um one of the things that I know that was really important to uh Mr quintal
35:21
and myself is the ability to help our retirees now uh the first thing is that
35:28
if people will recognize is that there is something that will be put on our tax bills that people can donate to our
35:35
senior population and another thing um Derek I don’t know if you could touch
35:41
on it just because I know there’s messages coming in that are retirees so if you could just touch on the other
35:49
program that we’re working on that I think will kind of
35:54
help them relax a little bit about it yeah no that’s a I’d love to talk about
35:59
that program so um you know I I think I’d stop by saying
36:04
that in my first year I I did as much as I could to try to meet
36:09
um agencies committees individuals where they’re at and I spent a lot of time
36:16
going to Priya meetings and um Silvio and Lynn Barrett and I we went to a
36:22
Priya meeting and we spent a lot of time listening to the retirees story and
36:28
they’re sometimes inability to pay for a basic prescription drugs and how
36:36
the previous PEC agreement just took a toll on their personal finances
36:43
and we didn’t make any promises coming out of the meeting but we took away and we really understood the struggles that
36:49
they were going through and so we three of us drove back to town hall and we started brainstorming what can we do for
36:55
the retirees and what we came up with was a program that we hope will be successful and we I don’t know a
37:01
community that has done this but what we want to do we want to have it be implemented effective July for us
37:07
is a program where all of our active employees in in retirees who want to participate as well can donate a sum of
37:15
money so I use for an example an individual can sign up into this program and donate one dollar per week an active
37:21
employee like myself one dollar per week into this fund and so we did quick back
37:26
of the napkin math and if if 75 percent of our school and town employees
37:31
participate in this we think we could generate one dollar per week upwards of fifty thousand dollars per year in this
37:36
special emergency fund just for retirees and the pre-aboard would manage these
37:45
dollars it’d still be you know that we would still hold the account and then individuals retirees who had a
37:53
significant need a medical need could apply for a sum of money to come from this
37:59
this emergency fund so if an individual needed eight hundred dollars to help pay for a prescription drug that was very
38:05
expensive they could apply to pre and Priya would vet that person and then would approve and then let us know that
38:12
person has been approved for a sum of money so are we going to work with Priya over the
38:19
next month or so to finalize that policy and have it implemented by by July for
38:25
us so when we presented this back to the folks at Priya Susan page and her team
38:30
they seem very interested in this because they again get back to your point
38:36
um it was all about trust and and they knew that we were doing everything in our power to help them as much as we possibly can
38:43
so more to come on that program but we’re hoping this is just kind of one of
38:49
many programs that we can roll out in future years so I I just want to say this and I’m not
38:56
I don’t I’m not saying it to try to embarrass you or anything but you know yourself and Brad and Silvio and some of
39:05
our new staff members you’ve just made just a huge difference with the morale
39:11
in our employees and I think this board recognizes that and just to say thank
39:17
you and please keep up the good work because it’s important bad morale cost us money and we don’t need any more of
39:25
it we had plenty of it so the differences have shown employees are
39:30
happy basically happy there are some that are never happy but [Laughter]
39:37
um but I I mean it’s a huge difference and I think you know I have no problem
39:44
on behalf of the board commending you all for it because it has made a big difference so thank you absolutely I
39:51
think a little bit of creativity and a little bit of communication and we can go a long way right
39:57
great well Sylvia
40:04
Sylvia Janelle Human Resources Director I just want to Echo what everybody said already but um again thank you for all
40:11
the to all the groups who are involved in this active employee unions and the read Diaries because
40:17
um I just wanted to share this anecdote when I first started here and working in this agreement one of the things that
40:22
I’ve always heard was read Diaries always voted no on the PEC so one of the things that I’m most proud of was the
40:29
fact that the retirees voted for this PEC that like everybody’s saying we were
40:35
able to work together as a team earn that trust and hopefully that’ll help us
40:40
continue to improve benefits for our employees and our retirees because we have plenty of ideas that we’re going to
40:46
be working with our insurance advisory committee in the future so um and I also want to make sure that I
40:52
also thank the benefits administrator here for the town and for the schools who have the arduous work of
40:59
implementing this in the next couple of months so thank you to Jackie Gurney and Teresa Sears at the school side because
41:06
we’re going to have our open enrollment in May in our Affairs I think our open enrollment fair is going to be we’re
41:13
still working on the date but it’s going to be the first or second Tuesday in May so all of these things are happening in
41:19
sequence and again thank you to the board for helping with this because now that we have the agreement we can move forward with the implementation so thank
41:25
you everybody who was involved with this great and thank you Harry
41:31
I’d like to move that we approve the Public Employee committee agreement as
41:39
um as negotiated we have a motion from Mr Helms second in
41:44
from Mr Blitzer discussion all those in favor
41:50
it’s unanimous congratulations everybody job well done
41:57
the next is our town manager’s report all right I feel like I’m doing a lot of talking this evening
42:04
um all right so I I wanted to start with talking about the sewer Interceptor project so as you know we had some
42:12
settlement on March 7th which which Mr Brothers had reported on I have reported on since
42:17
the construction of that project ceased on that date it
42:24
still has not resumed our Engineers continue to work with Northern
42:31
Contracting their Engineers to try to identify a Way Forward
42:37
um they have recently sunk Wells along Water Street to try to monitor the
42:42
ground water levels so that they can get the groundwater levels to a a safe level
42:49
where they can restack Construction we’re not there yet we we don’t expect
42:54
to reset construction for at least another week as we monitor these Wells
42:59
um we we have committed to working with the business owners in the propionas on
43:06
Water Street we we will not resume construction without having
43:11
conversations with those Property Owners first so that they know what the plan forward is but at this time no work will
43:20
continue until we can get the the ground water to a point where we feel it’s safe
43:28
that there will not be any future settlement so there’s more to come on as soon Interceptor project
43:34
moving on the DPW has moved very quickly
43:39
you may have noticed on Court Street starting to install the pockets we have
43:46
nine restaurants who have asked to do the outdoor dining in the pocket so
43:51
we’re expecting those to be completed tomorrow or Thursday at the latest just
43:57
in time for 80 degree weather on Friday um we’re nearing completion of the the
44:03
flood wall project down at the The Pump Station you may notice that um the stone
44:10
facade is now almost complete we’re expecting full completion of that project within the next couple weeks
44:19
some of you may have received this little yellow card this is the yellow Cod we’ve talked
44:24
about in the past this is a community survey the the Plymouth senior task force
44:30
has distributed these to our residents this is encouraging folks to take the
44:36
survey there’s a QR code you can go directly to the to the to the survey or you can always send in a a mail-in
44:44
survey as well and that’ll help inform the Cal and the task force on becoming
44:50
an age and dementia from the community moving to White Horse Beach we have the
44:57
bid out for a parking enforcement so we’re expecting to open bids on May 12th just in time
45:02
for Memorial Day I wanted to bring up that um I may have
45:10
mentioned the past I’ve advocated with the board support working through Town Council working with rep miritari in
45:19
particular on trying to get a seat at the sampling table with whole Tech it
45:25
took a lot of work I know selectman Mahoney was also talking to folks who try to get whole Tech to commit to
45:33
allowing us to witness the sampling so we’ve completed that David Gould last
45:39
Wednesday attended in concert with Mass Department of Public Health Mass
45:45
Department of Environmental Protection on witnessing the sampling at the Taurus and the spent fuel pools he has reported
45:53
that they kept the samples in the line
45:58
of sight the entire time and things went extremely well so he’s confident that uh there’d be no tampering with those um
46:05
those samples hazardous waste day was last Saturday 225 Vehicles attended and the mosquito
46:13
control project was there as well where they picked up 275 vehicle tires why is that important
46:20
because um one of the primary mosquito breeding areas are in discarded tires and so as
46:29
you know mosquitoes are a vector for diseases like West Nile virus
46:36
and Triple E so removing 275 ties from our community I think will help mitigate
46:43
the proliferation of mosquitoes
46:49
the I talked about we’re going to do a presentation I think in May 6th I think we’re aiming for on some of our
46:56
technology upgrades so we’ve talked about the new website the new 3-1-1 program in opengov which is our online
47:05
permitting system so we’re going to do a presentation in a few weeks so you can kind of see in in real time
47:12
all of those new portals but I wanted to know that most recently the fire
47:17
department has enrolled in open gov so now we have our inspectional services department and now fire enrolled in open gov
47:24
the symes house irfp is due on April 28th so we’ll report back on any
47:30
prospective winning bidders on Sam’s house and then I think at least
47:37
the Chia will be happy to hear that we’re going to start doing on May 15th in-house Beach tickets again
47:44
so ask and you shall receive so I just want I know I kind of half joke on that but
47:50
you know I say to staff on a regular basis that we are working in the most difficult era I mean this is what I mean
47:58
so you have a population of people that only like to do things face to face
48:03
right and then you have another population of people that don’t even want to talk to anybody it’s like my son for example I gave him a 20 Bill to go
48:09
fill up his gas tank and he didn’t know what to do with the 20 bill because he’s used to using some plastic device to pay
48:15
for gas so we have to be nimble and flexible on our end to realize that we have two
48:22
different populations we’re trying to serve those who want to do things still in person and those who want to do things online in 30 years from now we
48:29
probably don’t have to worry about doing things in person because mostly everything will be online and the beach stickers is just another example you
48:35
know there was an idea to move Beach stickers just online and what we realized over time is that there’s a
48:40
population that still want to come in and get their Beach deck in hand and so we’re trying to be responsive to
48:46
everyone’s needs in the community so be patient we’ll continue to make progress
48:52
in the areas that we can and then last I want to just raise the issue of Well
48:58
normally we would say is poor lighting over here on South Russell Street this was a complaint that was brought forward
49:05
folks in the planning department took a look at that under Lee Hartman’s watch and this
49:13
just this past week we now have three additional street lights on South
49:19
Russell to brighten it up especially when you look behind the Gunther Tooties area it’s always very very dark so
49:25
trying to make it a little bit safe we’ve heard from merchants and restaurant owners that
49:31
their employees won’t Park on South Russell just because they don’t want to
49:36
walk up South Russell because it was so dark so hopefully with this new lighting we’ll Advance some public safety issues
49:44
uh so pending any questions that’s all I have for this evening [Music]
49:50
I got two two questions Derek first of all what kind of cat is your son drive the 20 bucks fills it up
49:56
I want to get that I want to get that yeah and give us give us the money I’d say it was a prettiest line
50:03
the outdoor dining I noticed there’s not any how many nine nine of them yes so if
50:10
they don’t get the packlets does that mean there’s no sidewalk tables right you
50:16
have to have a packlet to have outdoor dining that’s a great question so Mr Brothers is actually working on we’re thinking
50:22
maybe next week or the week after we’re going to bring to the board a recommendation because what we’re
50:28
standing to see is that some restaurants want to go back to the pre-covered days where there was just sidewalk dining
50:34
there’s a couple restaurants haven’t expressed that interest but we don’t have a fee for that and then there’s
50:39
other restaurants who have food establishments that they don’t really have dining but they put tables and chairs in the public way for takeout
50:47
purposes so Mr Brothers is working on a fee structure
50:53
that is appropriate for the takeout tables and chairs and for tableside
51:00
dining on the sidewalk so we’ll have basically a three-tier structure one for Pockets which you’ve
51:06
already approved at twenty five hundred dollars a year one for table side dining so those restaurants I just want to put
51:12
a couple tables and chairs and serve their food and drinks like alcohol on the sidewalk and then just a third lower
51:19
tier for folks that just want to have something more as um as a
51:25
a place for people to sit and eat and take out sandwich or a drink or
51:30
something I I think we have to be real careful because the reason for the packlets was
51:35
to make it uniforms and you know make it all look good and also keep the
51:41
sidewalks open so we got to be real careful uh allowing sidewalk cables I mean certainly we’ll
51:48
defer to the board whatever the board decides you want to do if you want to keep the sidewalks open I
51:55
just would be mindful we have restaurants using the sidewalks for different purposes you know so no I
52:01
understand the a couple tables for takeout I get that that’s I don’t even care if there’s a fee for that but the
52:08
ones that want to put tables they don’t want to practice because they don’t want to pay a fee
52:14
I I don’t think that’s right I think we should just put them in the packlets and
52:19
and uh and and pay whatever the fee is the fee is very reasonable for what you get
52:24
I believe so but we’re just going to be careful because uh it you know like get out of control
52:30
there it was it was it was you know unorganized it looked lousy and the
52:36
whole purpose of this packlet program with the flowers is just to make it look nice make that downtown area look nice
52:42
so I don’t want to take a step back because some people feel they don’t want to pay a fee and they’re just going to
52:49
throw tables up there because it’ll it’ll get out of control believe me anyway thank you
52:56
you know on that subject I agree with with Mr bletzer um you know the reason for what we did
53:04
the outdoor dining committee was to create an environment that was uh you
53:10
know respectable um and we did very successfully um we were even in the Boston papers for
53:17
having navigated this correctly and come up with a very beautiful uniform
53:23
concept one of the main underlying concepts with that when we
53:30
when people were doing this willy-nilly they were not observing ADA compliance
53:36
right okay they were putting umbrellas up at at four feet you know it was all
53:42
over the place so if you’re gonna go ahead you remember that you know you
53:49
gotta you gotta have a certain amount of space for people to travel um it can’t be a serpentine through
53:56
their property it has to be a straight line Etc so just just giving you a heads up on that yeah one last thing too I’m
54:03
sorry they before covert we didn’t have tables in the sidewalks there was no outdoing up to a dining in
54:10
the downtown except San Diego’s had had an outdoor area but that was already part of their part of their lease that
54:16
was closed and it was on their property so we didn’t have tables on the sidewalk before that this
54:24
idea came in response to restaurants that didn’t feel the need to have this
54:29
large pocket in front of their restaurant but rather wanted to put a couple tables and chairs on the sidewalk
54:35
and I agree it’s got to be accessible this is why there’d be a fee Associated because we have to send folks out there
54:41
to do the inspection but at the end of the day if the board wants to prohibit all tables and chairs on the sidewalks
54:48
well we’re happy to enforce that regulation we have no problem with that
54:55
but we just need to be we have to be able to respond to those restaurants who are seeking tables and
55:01
chairs on the sidewalk and if the answer is the board is prohibiting that then then that’s the answer
55:08
great [Music]
55:15
um on a different subject um it’s you know as you’re aware um it’s come to our attention that we
55:23
have approximately a dozen um video units around town that are
55:30
capable of storing video for 10 days these were put up by the DPW and they’re
55:37
monitoring intersections and things like that but we’ve become aware that a policy set by
55:45
the previous Town manager has prohibited the DPW sharing that video information
55:51
with the police department um I’ll leave my editorial opinion on
55:57
that alone and just ask do you have an update on this situation yes I do so um
56:02
it was brought to the police department’s attention at a meeting last week so we have this graffiti task force
56:09
now that the board had asked for and at that meeting it was learned by the police department that we have 11
56:14
cameras at 11 different intersections and the DPW representative had said that
56:21
they were directed not to share that information with the police department so um
56:27
when we look at the number of man hours that could have been lost say that there was like a two-car vehicle accident and
56:34
have to reconstruct that accident without having that footage um we’ve realized that there’s a more
56:42
efficient way of of doing business and so we I’m meeting with the DPW I’m meeting with the chief and there’s going
56:49
to be a training to be able to allow the police department to have access to that footage when necessary
56:56
so basically you’ve rescinded that order yes
57:05
sometimes you just have to shake your head and say nothing
57:11
it is hard it really is hard for me um Mr Mahoney
57:17
so I just wanted to follow up on one thing from Tom eating and
57:26
the individual to my left has more experience than I do and when I first got elected to the board uh one of the
57:33
other senior members of the board would tell a story about the sustainability of Enterprise funds and I’ve mentioned this before but
57:40
the gold standard back then was the Airport Enterprise fund so I was caught off guard I attended a
57:47
fair amount of the caucuses probably 50 to 80 percent and
57:53
to hear out there was some level of consternation among certain town meeting members that
58:00
the Airport Enterprise fund was not completely sustainable there was a the number being bandied
58:07
about was 450 to 460 000 general fund subsidy so I thought to I thought that
58:14
the air when I first got on the board and Mr Quinter was there we put together a three-year plan based on what we are
58:21
told that the gold standard had been set a decade or two before by the airport Commission
58:27
Solid Waste Water and Sewer the last time they got a general fund subsidy was fy12 so we’re going almost 12 fiscal
58:35
years ago okay so it was it was I was happy to see the finance director
58:40
get up and say that last year or the fiscal year we’re currently in there was a 240
58:47
000 subsidy town meeting just signed off on an 80 000 subsidy for FY 24 and the
58:54
intent is to come back a year from now for fy25 and look for zero so I’m hoping
59:00
that makes everybody happy because I think that the airport Commission in that Enterprise fund took some
59:05
unnecessary hits I think Mr ma was out there for almost 30 years that they do a phenomenal job
59:10
in my opinion obviously when you know they go to invest in infrastructure 90 I
59:16
believe comes from the feds five percent comes from the Commonwealth and I think you know
59:21
typically you know that Enterprise fund is coming up with our five percent match locally so
59:28
that was that was my little editorial on Tom meeting thank you
59:36
just John I mean I believe an Enterprise fund
59:42
should sustain itself with no general fund
59:47
you know so we’re 15 months away we should have never gone there
59:54
but that’s okay like I said sometimes I just have to shake my head
59:59
and say nothing
1:00:09
Betty Madam chair business
1:00:18
can you put your mic on thank you well maybe I shouldn’t be saying
1:00:24
anything um so that was a little bit of the Town managers and the select board open
1:00:29
discussion I do have something for new business old business
1:00:36
um the signage and bathrooms for White Horse Beach the bathrooms are to be
1:00:44
placed May 1st the the Porta trailer thing there and I do
1:00:53
believe that we should have some signage up there to let people know that the fines are now a hundred dollars
1:01:00
so if we could get those made as well um happy to do all that we actually I
1:01:07
don’t know if I mentioned this but um we have we we are meeting the end of this month to with all of the permanent
1:01:14
departments to have what was titled A Summer prependers meeting bringing fire police DPW and natural resources all in
1:01:23
the room to check off all those boxes so when the summer hits you know we go and
1:01:30
it’s interesting because I asked the question when I was at a meeting last week a recreation director when did you
1:01:36
guys normally have this meeting was it an April is it in May and she said never so
1:01:41
um we’re gonna do that so we’re so we’re all on the same page and everybody knows
1:01:46
exactly what has to get done so we’re ready for Memorial Day oh and one more thing we don’t need 300 barrels on White
1:01:54
Horse Beach if you don’t mind
1:02:00
um anything else anybody Mr quintal
1:02:06
thank you here on the street this week
1:02:12
um and it could be old news new news could be just hearsay right exactly but
1:02:18
the the Benny’s parcel is for sale and I think you know as the town looked
1:02:25
at that at all in any way because if the wrong thing goes there it could be detrimental to the child I mean
1:02:33
really that’s the gateway to the waterfront and there’s so many uses at the town
1:02:39
this town could use that parcel how do you say John 20 years from now no
1:02:45
but I mean whether it’s you know just something to look at I don’t know and about price but Foundation
1:02:53
you know CPC the town itself we have to start looking at stuff especially a
1:02:58
pasta like that that’s right next to the Waterfront that would alleviate a lot of the parking
1:03:04
issues for the future um we know the executive sessions we had we had a lot of conversation about
1:03:11
parking um so this is the I don’t know well the Benny’s whole that whole plasma
1:03:19
is for sale oh I wasn’t aware of that okay so I think it’s you know we need to look at it you know and if we
1:03:26
can’t we can’t but at least we gave it a shot you know I won’t forget we lost the one on Nelson Street there right in front of
1:03:32
Nelson Park because we thought 200 000 a little too much money
1:03:38
um and it wasn’t we lost that parcel so the second thing speaking Apostles is
1:03:45
I’m here in Sacred Heart the soul are under agreement soon to sell their
1:03:50
property but naturally that’s in Kingston but the location of that piece of property a
1:03:56
butts West Plymouth hide like right there so I think we should reach out to
1:04:02
Kingston uh if King’s interested in working together to see if there’s something we can do
1:04:08
with that puzzle and you know I’m not going to say a cemetery because that’s what happened with my sandwich Road they
1:04:13
took that and they ran with it but there might be something even if it’s just preservation I I don’t
1:04:19
know the Apostle is under agreement right now right but I don’t think it’s got all the teeth yet so you know right
1:04:26
they’re proposing I think I want to say it’s around 100 units to development in that Valley know that
1:04:33
because they asked if they could tie into our water system and I hope you said no
1:04:39
I wouldn’t say you need to vote when I said work well it wasn’t for that
1:04:45
that’s the exact opposite I I’m just very worried about the expense it would have on our town is going to be
1:04:51
crazy yeah I did talk to the time manager in Kingston about that parcel and I did mention to him that the
1:04:58
developer came forward and presented to liham and myself this proposal and they wanted to tie into our
1:05:05
water system and I explained to them what’s going on with that water system and that there was almost a zero percent
1:05:13
probability that the select board would agree to tie into that water system I explained that to the top manager so I
1:05:19
haven’t talked to him since so I don’t know where that project is going they do have the ability to single well though
1:05:24
on that property well it’s huge that’s why I’m bringing it up yeah I mean you know I say Cemetery only because a mixed
1:05:32
use a county use maybe the county could get access to funds with the state and and make it for
1:05:39
the county I mean any you know the crazy housing everywhere I mean we need housing I know that but I think what
1:05:46
we’re putting in that whole corner with the woods whether it’s Plymouth or Kingston is just way out of control
1:05:51
right I mean you know and I think it and I’m glad you had a conversation and I
1:05:57
think we need to have more with our neighbors and work together to see if we can both find something that’s
1:06:04
halfway good for everybody and then the last thing and I didn’t hear this one and nobody’s
1:06:11
approached me but if we were to lose a town planner in our town which would be Mr Hartman
1:06:18
um there’s been things that you know and he hasn’t said it to me but you know I’ve been hearing little things he’s going to retire the thing that
1:06:25
worries me is you know if Lee does retire and it’s just right I mean who’s
1:06:31
where do we get the replacement there’s nobody I don’t think under him and I think you know we need to look and
1:06:37
bring somebody in a year in advance to work side of him and to know the ins and outs of this town because this is a big
1:06:43
one and before we had like Jack Lennox I think it was Lee was under under Jack
1:06:49
right yeah and um I’ve never really searched for a town manager so and you know I
1:06:56
know the town planner Town plan I’m sorry you search for plenty time oh yeah yeah I said it wrong
1:07:02
thank you so I mean I you know he didn’t say it and I don’t want to put it out there I know he’s thinking about it and
1:07:09
I I think we need to address that and have the money set aside how you need to have the money set aside so whatever the
1:07:16
search is it it happens and when he’s ready the town will be ready because that’s one we can’t just let go by the
1:07:23
wayside that’s yeah I mean if I could respond to that I agree um the town and the next I would say two
1:07:30
to four years is going to potentially see some significant institutional
1:07:36
knowledge leave and you look at the experience with former
1:07:43
Chief Bradley and having to get special legislation keep him here an additional two years just for that and we should
1:07:49
have started playing with that early earlier on and um we are happy to set up a succession
1:07:55
plan because you know you talk about Lee Hammond in in his 25 plus years of
1:08:01
service to the town and you know other department heads we just lost Barry de
1:08:06
Blasio 20 plus years of service to the town so we’re going to continue to see that turn over the next couple of years
1:08:12
so I agree I think we need to have a a solid succession plan in place
1:08:17
but that’s going to cost money and that’s why I’m bringing it up sometimes you know it can cost us a lot more money
1:08:24
if our mistakes are made so you know you get what you pay for agreed you know and
1:08:32
um the last thing was you know just a touch up and I’m waiting to see how the DPW rolls out and what happens there and
1:08:39
we always had an assistant DPW director and I think in I hope that in the next
1:08:47
succession plan or whatever’s going to happen over there with the new director that there’s an assistant and that in
1:08:54
the case we lose the director the assistant could step in place I mean the
1:08:59
town’s like way too big not to we are hoping in the next two weeks we will
1:09:04
have some announcements for DPW and Community Resources and other places that we need to fill vacancies I mean I
1:09:13
I can tell you one thing right now is Sheila scazi who’s our acting dvw Doctor Who’s doing a phenomenal job but she’s
1:09:19
wearing multiple hats she’s wearing a DPW drive to have the assistant DBW director had James Downey has now filled
1:09:27
the role as the acting Town engineer so you know they they are all trying to do
1:09:32
the best that they can so we recognize that and we know that we need to start filling some of those vacancies as soon as possible
1:09:38
so we’re working on it well I don’t want to sound like I’m telling you how to do your job I’m just putting my two cents
1:09:44
in foreign that’s when I go home no I don’t bother that’ll happen when I get home
1:09:49
thank you yeah I just want to uh kind of follow up
1:09:56
and add something to Mr quintal’s um note noting of the uh
1:10:03
um the Thorndike project at Sacred Heart um
1:10:09
the amount of traffic that that will
1:10:15
increase will be on the roads of Plymouth they’re not heading to Kingston maybe
1:10:23
they will every once in a while to go pay their bills at Town Hall but all the shops the access to the
1:10:30
expressways everything is through Plymouth do they have any plans to number one improve that intersection
1:10:36
which is a nasty intersection to begin with but also Aid in whatever is needed
1:10:43
because of the additional traffic on our roads sidewalks things like that I mean yes we do we do gain from the traffic to
1:10:53
our businesses and our stores but we have the additional costs involved in
1:11:00
all of that traffic basically being over Plymouth roads you know I mean I don’t want to
1:11:06
disparage Kingston it’s certainly lovely but there’s not a lot of reason to go there when you’ve got Colony Place down
1:11:13
the street and the access to the expressways um that’ll be the major traffic yeah it’s a point well taken and those
1:11:19
conversations haven’t taken place I mean as as you know so I can help they’re
1:11:24
going to go through their typical planning board process their zba process and and not come through our process but
1:11:31
normally we would be having those conversations we’d be talking about traffic mitigation and pedestrian
1:11:37
improvements in that area and unfortunately um I don’t think there’s EBA or the
1:11:42
Kingston planning board is considering our needs but uh you know when they came to ask us for access to our water they
1:11:51
didn’t come with anything like you know what we understand the impact of this
1:11:57
development on Plymouth and we will We would like to discuss how
1:12:03
we can help mitigate that impact or they just came and asked for water they talked about mitigation dollars for
1:12:08
water but not for anything but nothing about no acknowledgment of any other
1:12:14
aspects of reality of that development just water mitigation dollars yeah wow
1:12:19
great anyone else well I know there’s a woman
1:12:25
that would like to say something um she came in a little late if if you
1:12:30
don’t no problem for whatever reason I had it in my mind that you started at seven
1:12:37
can you hear me now yep okay um I just wanted to briefly can you please state your name and make sure oh
1:12:44
yes Jerry Duncan District three uh yeah and a resident here on Siever Street in
1:12:52
Plymouth right up the street so um I wanted to come and briefly talk about the Allerton and Seaver Street Park that
1:12:59
we’ve talked about here before with many more people in the room um I know a decision was made to invest
1:13:06
money to replace the fence and install a new park and they’ve done some of that
1:13:13
work and I’m sure they’re going to be completing it this spring I I know that the park right now
1:13:19
according to the signage that was put up has been planned for the
1:13:24
northeast corner of the park to put it up at the northeast corner right the playground and so my concern
1:13:31
with that is having lived here for 25 years now that end of the park has had
1:13:37
sinkholes for 25 years there have been at least 12 of them there was one just
1:13:43
last winter that was at least four feet deep I would say probably five feet long
1:13:49
two three feet wide and so to put that playground equipment on that end of the
1:13:54
park worries me I think we’re going to make an investment that isn’t going to make a lot of sense because if it if it click caves out
1:14:01
underneath and you’ve put a nice ground down that’s a lot of work to pick up the park
1:14:07
and you know fix it and and then you’re going to have another sinkhole because apparently when they filled that
1:14:12
Reservoir in they just threw in branches and I don’t want to yeah all kinds of
1:14:17
stuff got thrown in their their air pockets so I was just asking that it’d be
1:14:23
considered to move it to the other end of the park where it originally was and
1:14:28
also um I know the number one time of day that that playground was always used was
1:14:34
when the kids were waiting for the school bus and the bus stop is at the other end of the park so I think it just
1:14:39
makes a lot of sense to consider that location because the last thing we want to do after everything
1:14:45
else that’s gone on is put a beautiful playground in there and then have a problem with it and have to put up
1:14:51
yellow tape and nobody can play with it for a year you know so that’s it okay
1:14:57
thank you thank you could you take a look at that Derek thank you
1:15:02
all right anybody else with anything then I look for a motion to adjourn
1:15:08
all those in favor unanimous thank you everyone
