from approximately June 16th through Labor Day the alcohol will be served from a Windows service area and all

alcohol will remain within the fenced patio area in a small Second Story deck area and the plan has been attached as

part of the package that was submitted to the town all the alcohol will be kept and locked in the bar manager’s office

area shown in the plan and the club has also done all the work necessary there’s

no further work or construction to be done there’s a food service at the club through a separate window they serve

it is uh is the design engineer for environmental Partners yesterday

environment upon is received in updated dewatering plan so that’s why this is

laid to the agenda but we thought that given the significance of this project it would be important for Mr Kerry to

come before the board in the community to just provide a brief presentation the status of the sewer Interceptor project

thanks Derek again my name is I’m the design engineer for the Water Street

sewer Interceptor um just give you a little bit of a brief background this Interceptor uh the

8:56

existing one currently is a 30 inch resize and intercostal and sometimes you could see the uh the manhole sticking

out on low tide the two sore manholes it was constructed sometimes in 1969 that

9:09

has uh two 45 degree bands and constructed of concrete and it’s

9:15

inaccessible meaning you cannot assess the condition of the existing Interceptor and if there is an issue

9:23

with it obviously there could be uh problematic there so the uh the

9:29

Interceptor is proposed to be relocated off the intercoastal and put within Water Street and that’s what our project

9:35

was all about we bit the project back in January of 2022 and we re-bid it again

9:42

2022 because of lack of uh available funding and the project was awarded to

9:48

Northern Construction Company who coincidentally did the uh Water Street Bridge back in 2015 right down the

9:55

street from the uh from the interceptor the price of the project came in at 4.4

billion dollars and the contractor purchased the material back in uh fall

10:07

in the summer of 2022 in light of the uh supply chain issues uh at least to have

10:13

the pipe on on hand and contractually and they started actually the work on December 1 2022 when they mobilized the

10:21

contractually they uh the contract says the uh uh completion

10:26

date is June 30th of 2023. so as you’re all aware

um they started off at the roundabout and uh they dropped the sheet piles in

10:37

place they put some dewatering wells in an effort to uh the the depth of the excavations about 27 27 feet from grade

10:44

and there’s a fair amount of water that needs to be handled during construction and an effort to lower that groundwater

10:52

table to for them to be able to put the pipe in uh they uh they had to put

10:58

dewatering Wells so the first portion of the work went in smooth about 350 feet

of the pipeline was already in place out of the 1200 for the whole project and uh

11:11

on the night of March 6 the excavation

11:16

became overwhelmed and there was some displacement of the soil from the

11:21

excavation into the Frank tank and ultimately into the into the harbor and as a result there was some movements on

the sidewalk and adjacent problem 30s and we put the project on hold so that

11:33

the contractor comes back with a more robust robust dewatering plant to uh to

11:39

be able to lower that groundwater and then avoid any potential issues moving forward as we continue to install the

11:46

pipeline so and brief since March 7th there’s not a whole lot of activities

11:51

kind of took place on site uh they did some supplemental uh pizzometers and

11:58

welds uh uh to have a better understanding of the impacts of groundwater and they submitted a revised

12:06

dewatering plan on April 14th um which to which we required some

12:12

additional information and we recently received yesterday uh 5 a.m we received

12:18

a revised dewatering plan which is currently being reviewed and we have a

12:24

project meeting with them uh tomorrow afternoon to discuss the comments on the dewatering plant and the hope is

12:31

once the the plan is approved and they’re ready to go we would be meeting individually

12:37

with the Butters and the business owners along Water Street and trying to bring

12:44

him up the speed of what the project is all about then the schedule moving forward

12:49

so the thought process here is to do the work and a efficient and safe manners to

12:56

prevent any future movements any future blowout of water within the excavation

within the work and wrap it up by

13:08

late May early June and anything that doesn’t get done now would be everything

13:14

will be backfilled and paved and then uh anything that doesn’t get done that will

13:20

be done in the fall of 2023. that’s the brief summary I’ll be happy to answer

had mentioned so there will be a meeting tomorrow with the vaima tapana’s our DPW

director and in their engineering firm to go over a new construction timeline

period but that you know that that still could move a little to the left and a little to the right so I don’t want to make any guarantees to the community

however what I can say is that we’ve always committed especially to the business community on the waterfront

that we will hold a meeting as soon as we have a new construction schedule so

we’ll hold that meeting as soon as possible depending on what we hear tomorrow and then probably by the end of

this week I’m hopeful we can have that business meeting sometime in mid to late

week of next of next week so that they can get a better sense of what that new construction schedule will look like

a townie and I’ve had the Good Fortune of living on Little Pond for 50 years

a member of the local friends of Morton Park neighbor Neighbors group as well as a

recent member to the uh and our CBC committee I have some serious concerns about

21:08

Warren pack one pack is really shown as the age of 135 years and Mother Nature has not

21:15

always been kind over the years the forest is Storm damaged diseased or

21:21

dying and the results are best seen this time of year when there’s no leaves especially in the winter yes

21:28

the Forest Health is in serious decline the possibility of a forest fire is a public safety concern as well suspicious

21:35

fires have been set around the pack in recent years and heightened the concern of all the neighbors that would be affected

21:42

he has accumulated tree debris and on the forest floor have added plenty of fuel

21:47

to the possible for us by a threat and God forbid there was one it would

21:54

endanger the life and property of probably 90 houses that surround the park

storm water runoff rushing down paved Services into nearby ponds is a potential health problem the town’s

22:08

fresh water swimming areas a particular concern more than obvious erosion is a quantity

22:15

of the contaminants that come along with the water whether it be lawn on

22:22

lawn and other contaminants fertilizer there’s the word I’m looking for

22:31

the point itself seems to be in pretty good shape the Jewel of the pack Little Pond

22:37

even though the evasive spawn grass and pickle weed have encompasses the whole Shoreline due to

22:45

runoff the main runoff being one pack Road Bridges Road and Little Pond Road had

22:50

their runoff and over at Red Springs there’s a culvert there that catches all

22:56

the water that comes off Summer Street it’s been doing that since 1975.

there’s been no uh testing of the uh the health of the water in Little Pond they

23:08

do the E coli checks at them at the I mean Beach but the overall health of the

of the of the plant itself hasn’t been done or in quite a while

now the Departments that are in charge of the pack Pax forestry Recreation the

DPW have done their best with the budget constraints and The Limited personnel and resources that they’ve been afforded

often being very creative in the way they solve problems much appreciated

a possible solution to help some of the allow volunteer groups to go around the pack clear trails and maintain maybe

23:44

some small work under the supervision of the town of course we have volunteers now that continually

23:52

pick up trash around the pack in conclusion the maintenance and the upkeep of the pack itself with the

23:58

adequate annual funding needs needs to be included in overall solutions to our beloved pack

the success of any maintenance plan of course is the rules and regulations ultimately relies on the consistent

24:09

enforcement and this has been a mantra for a couple of decades now

and you have to monitor it the serious problems as a result of the overuse and overcrowding in the mitigation continue

today and we will hear later in the tonight about that one package served as well but now it’s

time to consider our serving the pack and they’ll buy the enjoyment for all

those who visit the pack visit the pack whether you’re walking and jogging swimming boating or fishing

park at however then they try to go to the pond and the problem is they have a sticker

and we have two resident only beaches that are almost completely empty

now if you’re going to allow more cars to park there perhaps you could make it for the people that live there that

purchase the stickers because these beaches are not being used hardly and

you know except fisherman and um I just think it would be nice if the people that bought a sticker would be able to

park somewhere if you’re going to add 25 more people or find out how many cars

that you think that you can fit in each spot probably more over it boy’s hole than Red Springs but it would be nice

and then you would have a record of the people coming in you would know who they are and it would be nice sometimes if

maybe they would check people’s licenses that way if they cause trouble you know who they are and just something like

that because the beaches are basically empty all summer the two residents only being voiceful in

if we I just think we need a place to recreate to swim to get access to Nature and I

wish that there was a way I could figure out which committee to talk to that really addresses the issues because

right now the natural resources committee is so busy with all the things

that they have to decide we have very little access to the decision-making

process which is how does the public have a place to recreate in Plymouth

in Morton park there are as far as I know

maybe two or six porta-potties you have hundreds of people going there

on the weekend on a Saturday they might use the porta potties on a Sunday they refuse to use

the porta potties because they’re filled and they don’t get cleaned out till Monday so consequently

the people who are using Morton Park go into the woods and On Any Given weekend you can find

toilet paper in the woods you can find waste in the woods you can find diapers

in the woods so I think if we want to take care of the health of the park and

be good caretakers of nature we have to figure out a way that we

allow these people access to toilets and saying that well we come in on a

Monday or we come in on a Wednesday to clean them out that’s that’s that makes no sense

the South Meadow Road we would the seller so we would so we drafted so we were able to Fast Track that so I’d say

realistically from an from a buyer standpoint probably looking at five months early maybe seven months tops

an update on the four articles that were passed through town meeting in October of 22.

and obviously there was an email that came out from in-house Town Council and it was pretty robust

one here is about to be put to bed but there’s three others out there and they’re in

varying levels of completion with a lot of questions with one or two of them left

that that meeting was wonderful it was candid and open

and we actually came to terms and at the end of that meeting I asked

and he said I’d welcome it so after that meeting I went and I met

it never happened but as of today he tried to get the town

same that we want people to succeed this is not a race we’re all in it together

and when Communications are broken down um everything breaks down and that’s

just not it’s not our community I know things are a little bit different now there’s lots of arguing and

think if you look at a lot of the other communities committees in the community planning zoning board of appeals Etc

they have staff support in this committee has been lacking that

okay but I completely degree disagree with the notion that a one-on-one

meeting the chair of this Committee in the town manager is going to fix it because those

two individuals will meet behind closed doors and have a conversation and then that means that

five members here a window dressing but more importantly in this discussion

the eight other individuals on the CPC are also negligible

we had the summit a couple months ago there was a promise that there would be

a subsequent meeting okay I had multiple committee members on

the CPC said that they sat there and listened at the first meeting because they were looking for the

follow-up meeting to give their opinion on what they supported and disagreed with with

respect to the suggestions brought by multiple department heads of how to improve that committee okay

I sat in a meeting I think two weeks ago Thursday night

I had to make a motion to get a department head to come into a

meeting by a fortitude vote it barely passed to give the pros and cons on the

technical advantages of our land purchase for this community and we discussed that for almost 15

minutes and I was sat there and told by the chair that some of this was illegal what we

were doing so the First Amendment issues with this committee are off the charts

okay so you don’t solve First Amendment issues by putting having two people get

together one-on-one I would expect a public meeting it doesn’t have to be

here it can be at the Art Center it can be in the middle of the court at Memorial Hall

it can be in a gymnasium in a high school I don’t care both committees need to get together with their entire

membership and have an open transparent and public discussion on the

suggestions that department heads made at the initial joint meeting we had a couple months ago that is the first step

forward I want the public to be able to participate in these meetings they are

boxed out right now I have multiple individuals with applications in front of this committee

who are just upset that they can’t participate and come in and speak to this board

okay manager and other staff members post October brought into the discussion

on the two and a half to three and a half million dollar investment in the Spire okay they take multiple meetings

where they have to figure out what’s going on or if they were brought into the

equation one to three months beforehand hundreds of hours of town staff is not

wasted and the process is more efficient and therefore translates into tremendous

savings for the community in time and in tax dollars okay it is a public I I sat

there two weeks ago Thursday night being told that some of the things were

illegal with respect to public participation in that committee I I was

board all members are aboard are appointed by this board so there is public

participation even though we are our chatter our group was our

came from the state the state formed the vse uh the public promotion promotion

fund and the vsb is the one who administrates that fund so we do have

public staff and like I said Lee Hartman is fantastic we are appointed by this board so there

is public participation it’s not our committee doesn’t appoint our committee the CPC doesn’t commit it doesn’t

appoint their committee it’s all done through your board so there is there is public participation and there is

government participation from you guys so I don’t see anything being illegal like I said they probably do need staff

couple clarifying comments um so first of all there’s no committee that’s independent of town government

every committee both the elector appointed work under the structure of town government so there is no

Independence and to that point if you go to and I’ve often suggested this that there’s a

community preservation Coalition that’s based out of Boston they have an immense amount of resources as it relates to

what the CPA is what cpcs do and if you go to their website there’s at least 16

job descriptions listed for paid professional staff for individuals that work for their

1:09:58

respective Community preservation committees in even Boston last time I checked this their staff person makes

six figures so in some communities these individuals are

um uniquely qualified to do the work that they do they’re not just administrative in nature so there is a precedent out

there and I think that we could follow many other models throughout the state

yeah I mean my my thought wasn’t for like a someone taking minutes because

you have someone taking minutes already my my thought was you have a CPC meeting whatever the

subject is going to be come next week you have a CPC meeting you have a staff

member there in that meeting and they know once they’re in that meeting and

within their discussions that exactly what has to be done I’m not saying bill

heard many complaints through the summer months especially the the Tuesdays after a very long hot weekend where Morton

Park in some respects was being overrun by

um Paco is and and what had happened once the park reached its full capacity

of a hundred vehicles uh many of the potential Paco is started

1:17:17

to park in the neighborhoods and they started to be I guess intrusive on the

quality of life on those on those streets and so we heard those complaints Mr malagodi’s committee held multiple

1:17:31

meetings public meetings to try to solicit input and then again came up

1:17:36

with Center recommendation so we took those recommendations under consideration and there was a team of uh

1:17:43

Miss uh slusser Captain libreton who should be online somewhere James Downey

1:17:50

from our engineering department and Mr Gould to kind of look at the park

1:17:56

as a whole talk about the history of the park and some of the changes and look at the more

1:18:03

impact management plan as well um so I’m just going to go through a number of recommendations that we are suggesting

1:18:10

and again some of them are probably a little bit out of the box and some folks May scratch the head and asking you know

1:18:16

how do you think you can do this and so I’ll say that it’s a pilot and if there

1:18:22

are some unexpected consequences that come from this we may have to Pivot and

1:18:28

go back to a previous traffic pattern and what you can see here in this

1:18:33

traffic pattern that what we are recommending is that you can no longer access more impact on

1:18:41

Saturdays and Sundays again just Saturdays and Sundays and holidays um at the point of morning Park Road and

1:18:47

Summer Street for the at least for the the learning period we will have a detailed police

1:18:55

officer who will be staged at that intersection of Morton Park Road and

1:19:01

Summer Street to move folks along down to Billington and then you can see as

1:19:08

you access the Billington Road you will then access the park there so

1:19:14

this is a one way in one way out so you access Morton Park through the Billington Road area once we reach what

1:19:22

we are now recommending 150 cars no 150 or 125 125 125 Vehicles

1:19:31

then we will then close the park again so we’re moving from 100 vehicles to 125

1:19:38

there are a number of these streets and it’s it’s difficult to tell so if you

1:19:49

have any questions regarding the streets themselves I’ll defer those questions specifically to Captain LeBron but

you’ll see that a number of these roads will be marked with uh either resident

only no parking or no stopping or standing and those roads will will be mostly

1:20:12

patrolled on a complaint basis so the resident only is different

because we didn’t want to have no parking on some of these streets because these are residential streets and we

didn’t want to prevent visitors from coming to some of these homes so having

1:20:29

a resident only parking Street will allow that to take

1:20:34

place so you’ll see those streets there propane tanks we also

1:20:41

um prohibiting grills to be carried into

1:20:46

the park so the only way we’re allowing to use propane tank fire grills would be

1:20:53

for those 125 vehicles that access to pack so again another complaint we saw

1:20:59

images and videos of individuals offloading their propane tank Fired

Grill on the street and then pulling those

1:21:10

that Grill down Morton Park Road so that’s another one and then signage so a lot of the signage as you know is

1:21:17

outdated so a recreation department is working with idbw to update all the

1:21:23

signage inside the pack and we’re expecting that science to be bilingual

1:21:28

signage so again to try to help communicate the rules of the park

1:21:35

Staffing will stay the same except when we are expecting a high volume of

1:21:44

individuals so we know last year so I always say if it’s predictable it’s preventable right so we knew last year

1:21:49

that if we had three days of high heat that were rolling into a weekend we knew Sundays in particular we were going to

1:21:56

have heavy traffic and so now that you know we kind of have a trend we will we’ll use that that Trend trending and

1:22:04

we’ll staff up on those days that we think that it’s going to be um

1:22:11

heavy pack days and then again we’ll do the same for just sanitation as well so

1:22:17

increase the Staffing levels for our seasonal Park staff to help just manage

1:22:22

the volume of of trash that’s going to take place so again in summary and then

1:22:28

I’ll turn it over to questions we think that a new traffic pattern new signage

limiting parking in many of the residential streets in that area

prohibiting grills to be carried in in another a number of other remedies that

will be able to mitigate the occurrences of last summer again recognizing that this is a pilot and we may have to Pivot

based upon some unexpected unexpected consequences that may take place

we checked with our building department and from what we understand that shot that old Shaw’s building in that parking

lot is being renovated into a storage facility so we

are expecting that the asphalt pavement would be um storage containers and so there’d be

less opportunity to park and it’s going to be an active site so we’re unfortunately the Shaw’s site was

1:24:47

abandoned and so folks would pack the free of charge so we’re less concerned about that but again we’ll you know

we’ll see how the summer plays out on that I think the the parking lot we were most concerned with was the daycare

and Miss lesser will be reaching out if she hasn’t already to the daycare folks to offer Jersey barriers that the town

owns to block off that parking lot so folks can’t park there illegally during the weekends it would be up to them to

1:25:13

open and close it on on Fridays then on Mondays but we’re offering that assistance so that they

1:25:20

can keep their parking lot secured as well um I I understand all of that I live

right on morning Park Road so on Saturdays and Sundays I see

the 100 or 200 or more hundred people walking by my house I see the nip

bottles on my yard I see the trash in my yarn but I can

clean that up I’m more worried about nature and about that beautiful Park and

that beautiful Pond and the fact that yes I think your plan is absolutely

fabulous and there are young children that live on my street and I think that’s wonderful because I don’t have to

worry about them being hit by a speeding car however

I also want to know what that policeman that is going to be standing at the

corner of Morton Park and Summer Street as the Walkers keep going by and going

by and going by and up to four o’clock they’ll still going by believe me

so we aren’t expecting to see drones of folks walking down Summer Street down Morton Park Road for other reasons I

explained earlier so but again you know this is new you know we hope to try it and and hope hope it was successful

a day bass so that Plymouth residents who have purchased that Plymouth beach sticker can access the park and that

they’re not stuck in that I know we heard earlier at you know nine o’clock in the morning Park is full can’t come

in so I think one of the things we would love to see put into action is if we’re saying we’re going to have 125 spots

let’s have you know 100 of those for Plymouth residents 25 for for non-plymouth residents I’m overreaching

here but something along those lines aim high right uh it’s an idea we can take a look at I

I mean I would defer to our director regarding the logistics around that and do you have any thoughts on that did you want to come to the podium and

the issues that we had outside the park with the people trying to get in and walk in so increasing it by 25 cars

would help kind of alleviate alleviate some of the issues we had with the outside of the park issues with people

trying to drop off and everything like that so that was one of the reasons why we were looking at increasing 25

Vehicles was to hopefully eliminate what was happening outside the park with the

walk-ins and the drop-off and all that kind of stuff so thank you

or parking which is one of the main issues that we were having during the past three Summers for people dropping

off people and actually then reloading and then dropping off again and that is

going to be some of the alleviation to the neighbors on Summer Street as well

as some of the residents that are in the summer reach development that’s right across from there and also will

1:38:45

alleviate the neighbors that are right at the Crux of the situation right at the head of the road and also will help

1:38:53

to have the deterrent effect for actually having some of the rampant use that we’ve seen over the

1:39:00

years by people just walking in over taking the park the one-way pattern is our first step

1:39:08

for this and this is why it’s a pilot if it doesn’t work as planned the committee

1:39:15

did have some roads that they did want to change as sort of a proposed parking

1:39:22

District but not necessarily yet we wanted to see how this was actually going to work into effect but if it

1:39:27

doesn’t work as proposed that we do have a list of regulations that the committee

1:39:33

did vote to support for different roads and the types of restrictions for those roadways

1:39:40

um I do want to reiterate that signage is going to be cleaned up that was one of the main things for us at the

1:39:47

especially on the Billington entrance that the main sign with the rules and

1:39:53

regulations had I don’t know I believe it was like 10 12 different other signs that were corralled around that sign

which gave a lot of confusion to people when they were entering the park because they were just uh cherry-picked for

1:40:06

different rules that were changed over the past 10 15 years but this is going

1:40:12

to make it a lot more user friendly for the park and will hopefully be a benchmark for us going forward so that

when we do have our entire sweep of North to Southeast to West for our pond

1:40:24

and Beach review that this would be an actual

1:40:29

um standard for that to make it a lot more easy access for us and will also

1:40:35

help with the uh comment that I know will probably be coming later of the guacamole effect

that we will not be making one Park fine and then making 12 others

1:40:47

the issue for everything moving from one to another

1:40:53

the grills were a bit of contention we were going back and forth with that we want to actually

1:40:59

allow girls to come in but we don’t want to have just people parading them in as

1:41:05

if it was clearance at Walmart and having them go down the street with all the girls so we

1:41:12

wanted to have them in a contained environment so if they come in just walking either carrying them rolling

1:41:19

them down the street they’ll be turned around with them it has to be within a vehicle entering into the parked and

1:41:25

this will help alleviate that and it’s going to alleviate some of the concerns that the neighbors had that they were

1:41:30

not going to have access to grills in there which I understand both sides and this is a

1:41:36

easy remedy that we’re trying to fix and hopefully it’s one that will be uh done

1:41:42

overnight one of the main takeaways that I do want to put on the plate is that

1:41:50

if this that enforcement of this plan and all the rules that we are proposing

1:41:56

for recommendations is not taking into effect this plan is useless if we do not

1:42:03

have enforcement and continued enforcement of this from day one then all this was done for absolutely

1:42:10

nothing and I know that some of that is going to take man hours and taxpayer

1:42:16

dollars for that and that will be defined later hopefully some of the increase for the

1:42:22

additional parking that we’ll do will soften the blow a bit for extra Revenue

1:42:27

but we wanted to make sure that we had Equitable Equitable access for residents and visitors alike while also preserving

1:42:35

the park for future generations and for the residents that call at home and the residents that live here

1:42:42

that want to enjoy everything that they have to offer so if there are any questions asked of

inevitable either way so my question is what will the enforcement on the exit of

the foot traffic exit of the park B and how late will that be enforced because

my front yard you know in many weekends last year looked like a bus stop and I

had a ice cream truck with people lined up my driveway um after Park was winding down are you

asking when the park will be cleared I’m talking about enforcement so we have the

police detail um that’s you know not allowing traffic down the road but how late will they

1:44:09

stay there and what will any sort of enforcement look like for people congregating at the foot of my driveway

to get picked up from sure I’m going to defer that question to Captain LeBron

plan as last year five o’clock um clear the park out and I mean anyone

that’s congregating in the area no vehicles will obviously be able to come down Morton Park Road to pick them up

a little unrealistic but I would just encourage any residents that if you have in those issues of people congregating

know to your address we can try to move people along um if we don’t know about it we can’t address it so feel free to call but

that’ll kind of be the plan is to try to keep everything moving there’s really going to be no reason for people to

congregate because vehicles are not going to be allowed to come down so obviously if it’s within eyesight of the

1:45:20

officer or PAC staff we’re going to be asking those people to move along and exit the park

off Millington Street if you have a bass boat and you want to go into Billington sea you can be able to come down one

Park Road or you’re going to be have to go um the dirt road and over the bridge you

going that sectional Road even though it’s going to be one way now the people that live on branches Point area when

person for those non-plymouth residents who don’t already have the beach sticker right so if a family is coming they’ve

already bought their beach sticker that counts for the whole Plymouth family coming in that in that car

um the the piece we were looking at were for those families that come that do not

have a beach sticker so that could be Plymouth residence or non-plymouth residents of the Plymouth resident chooses not to have the beach sticker

instead of paying that one flat 25 fee per car if you have you know four

people in the car you’re paying x amount of dollars per person um again that kind of goes back to the

deterrent um aspect that we’ve been that we’ve been talking about helps with some of that funding so I just want to make sure

that was still in the conversation I was a trip that was part of this pilot recommendation or if that was maybe a

really wish that this select would just address that because I’ve been talking about it for three years and

proposed reorganization plan is one of three presentations so tonight

will be the first night next Tuesday will be what I call phase two and then

on May 16th will be the final presentation so this is a global

1:59:29

reorganization plan it touches many of the different departments throughout the Enterprise

I just wanted to so this is the current structure but just so folks are at home are aware under the charter it’s the

1:59:43

discretion of the Town manager to propose reorganizations abolished

1:59:49

Apartments consolidate departments um and so that’s what I’m doing here

1:59:54

this evening it’s then the select Woods authority to either approve or deny

1:59:59

those recommendations so this slide here is the organizational

structure in which I inherited when I came became Town manager in March of 2022.

you’ll see at the top the select Board of this chief executive body here in town and the select board has two you

know is appointing authority to to entities the Town Council and town

manager you can see here and this is I’ll explain a little bit of how the

assistant Tom manager has three direct reports the airport the town clerk in

procurement and so you’ll you’ll learn through my presentation that having served as the

assistant Tom manager I found this this reporting structure

to be disjointed at best it keeps the

2:00:58

assistant time manager out of the conversations with a lot of the other

2:01:04

major department operations here in town and so as having served the assistant

2:01:09

time manager oftentimes you know I was struggling to to know what was happening with fire police and DPW for example

2:01:16

because I was only focused on those three other areas

2:01:22

um so you’ll see at the at the bottom on the x-axis the big departments that

2:01:28

you’ve all known over the time period

2:01:36

so again as I go through this slide presentation what I’m doing on this

2:01:42

slide because I’m going to focus in on the top manager staffs so we have

2:01:48

not including the assistant time manager six additional staff persons and you can read those for yourselves but I I wanted

to expand that so because some of the proposed recommendations today are going to affect

2:02:01

um the fourth floor

so I’ll start from the left and I’m going to end at the top so my first

2:02:13

recommendation is to take again remember under the assistant time manager the

2:02:19

airport manager reports directly to the assistant time manager having met with the airport Commission

2:02:25

on multiple occasions and going back and forth of a proposed reorganization and

2:02:32

having worked with the airport during my time as assistant time manager and now

2:02:38

knowing the details of Public Works there’s a lot of commonalities in with

2:02:44

public works and with the airport so for example a lot of the front line staff at

2:02:50

the airport are within the same Union as most of our Frontline staff in public

2:02:55

works so that’s the Cobra Union many of these individuals carry similar

2:03:01

credentials such as a CDL many of these individuals both in public works and Airport carry

2:03:08

out similar duties the as you all know the there’s a sewer

2:03:14

treatment plant located at the airport that is operated and managed by our

2:03:20

Public Works staff so for those reasons and for my reason I

2:03:25

stated earlier of wanting to extract the assistant time

2:03:32

manager for only working in those three disciplines my recommendation is to move the airport under the authority of the

2:03:41

Public Works director now you’ll see from the memo that I submitted to the board that there there

2:03:47

are Massachusetts general laws that explicitly um dictate the authority of an airport

2:03:54

commission and within their authority to appoint airport management and appoint the assistant Airport Manager and at the

2:04:01

same time direct Aviation operations and so we’re working on an MOA with the

2:04:08

airport Commissioners so that it’s very clear the lines of authority the day-to-day

2:04:16

um UH responsibilities would fall to DPW director the aviation responsibilities

2:04:21

for fall back to the airport commission and the airport manager so moving on you’ll see the next changes

2:04:28

with the finance department Madam chair Derek what’s the timeline on the Moa

2:04:34

with the airport commission that weeks or months um so my goal to to implement this

2:04:40

proposed change is July 1st so it would be my expectation that we would have assigned MOA with the airport commission

2:04:47

no later than June 30th and is there a

2:04:54

expiration date on such MOA or does that just go on in perpetuity

2:05:01

the way we’re drafting it it would go on in perpetuity because we’re focusing this agreement on statute so unless the

2:05:09

statute changes then the thought the lines of authority wouldn’t change okay thank you

so move to the finance department so I’ll start with procurement so again procurement

um up until today reported directly to the assistant time manager on paper

2:05:29

um one thing that when I came here last March

2:05:34

Lee Hammond was serving as the acting time manager and Miss Barrett serving as our finance director had already moved

in a fashion to um asked the procurement office to report

2:05:49

directly to the finance director it makes a lot of us makes a lot of sense for a lot of reasons one but the the

2:05:54

charter requires it so the previous table of organization actually

2:06:00

conflicted with what the charter required but two procurement is a major Finance function

2:06:06

in municipalities putting all of our projects out to bid for goods and services construction

2:06:12

projects so on so forth the procurement officer needs a direct line of communication to the finance director

2:06:21

as you know under the chatter the time manager is considered the procurement officer but can delegate that Authority

2:06:28

so so for those reasons Lynn and Lee had made the right decision

2:06:33

to already operationalize this this model today I’m just bringing

2:06:40

this forward so that it’s hopefully if the board agrees would then ratify what is currently our operations

2:06:49

and then moving down then down the ladder you see the grants office so

2:06:54

um Tom meeting I believe it was much sorry a fall of 21. fall time meaning of

2:07:00

21 had appropriated sum of money to hire a grant writer um that person Tiffany pop who’s doing

2:07:06

an amazing job was um was hired in December of 21 and again I believe

2:07:12

because of the transition of Tom manages it probably made sense at the time just

2:07:18

to keep the grant person in the time manages to sweep again having been here

2:07:23

for a year and haven’t worked in other mottos to me it made most sense to allow a grant person to work directly

2:07:32

with the finance many of what the grant person does is finance related

2:07:38

everything from executing contracts to managing the reporting requirements of

2:07:45

those various grants so for those Reasons I’m recommending moving the Grant Office under the finance

2:07:51

department and again this is something that we had already moved in this fashion during the budget process it’s

2:07:57

we’ve already moved this office on the third floor and from everything that I

2:08:02

gathered in the first two months of this switch things are going extremely well and communication coordination

2:08:10

are taking place uh so any questions on finance

um so the next Slide the next proposed recommendation again going back to what

I had previously mentioned the assistant Town manager and the town clerk being in direct report

um you can tell from my memo that the town Clark who’s sitting here with us this

evening hi Kelly has an extreme amount of responsibility

everything from from our records

2:08:46

to our elections and everything in between this what I’ve learned and it’s mostly

2:08:55

in my five years of opt-in of all the work that the town clerk’s office does

2:09:00

and so quite frankly I need and want to have a direct line of communication with

2:09:07

the town clerk recognizing everything that goes on in that office

2:09:12

and um you know to understand what’s going on the elections and the precincts and the

2:09:18

redistraging the early voting to all the functions of town clerk so I’m

2:09:25

recommending to moving that from a division level position and moving that to a cabinet level position as a

2:09:31

department head any questions on Town clock

so the last one isn’t a department isn’t a division it’s a it’s a philosophy

um so this this um last piece I want to talk was the

quality Council so the quality council is a team of three individuals

2:09:57

diverse backgrounds that we have um hand-picked within the organization

to come together on a regular basis to focus on two main topics in mockerella’s

2:10:11

here he’s he’s actually leading this team thanks for coming mark to focus on two main topic areas

2:10:19

quality improvement and quality assurance so what you what often happens in big

2:10:26

organizations especially Plymouth and other large municipalities is we get busy doing our day-to-day work and we

2:10:33

never take the time to stop we never take the time to stop and look

2:10:38

at our processes and because of that oftentimes we’re inefficient in how we do our work we’re not responsive to the

2:10:46

evolution of the residents needs and the evolution of town government and so the

2:10:52

quality Council gets just at that we have a process in place where if

2:10:58

there’s a complaint or concern that’s filed and we need to uncover what’s

2:11:04

going on with that issue then we would assign the quality Council

2:11:10

to meet with that department to ask very specific questions to go back do their

2:11:17

research and then come back and meet with that respective department on a

2:11:24

proposed set of recommendations to improve that processee we’ve done this a

2:11:29

couple times already within the organization and we’re already seeing many of our successes come to fruition

2:11:37

because of that and then the last thing they do is down the road they’ll come back to that department three four five

2:11:43

months down the road and they’ll do a check-in to ensure that this still

2:11:49

maintaining those set of recommendations and that’s a quality assurance process so again I you know I think it’s

2:11:55

important to note the work that we’re doing around quality improvement quality assurance and so because of that I

2:12:03

wanted to include this in tonight’s presentation and keep the quality

2:12:08

Council within the town structure so um those are my phase one

recommendations phase two will come next week and again phase three of the week thereafter Penning any questions that’s all I have

saying that well what happened was we had what was his name I’m sorry the airport director he just

said before the board one night and we were talking about Apple funding

and blah blah blah so when I found out how many users were there then I asked

the question I was trying to get to how much revenue to wastewater treatment facility plant was making over there

2:13:59

and then I was told that you know we should barely get the records right through here and that wasn’t the case

the actual airport whether it’s the commission or whatever builds that into

2:14:13

their leases and whatever than the way I thought was why is that different than the way we build everyone

else that’s on the on a wastewater treatment and after seeing the condition of that plan

2:14:26

and really you know no upkeep not that the other one was any better I guess I don’t know but why isn’t that one put

out for bid to be uh run also right yeah so the

question about the sewer rates for example came up last year when we were talking internally about whose

2:14:44

responsibility or authority is it to even set the rates is the airport commission or is the select what as we all know the select which sets all the

water sewer rates and solid waste rates here in town but historically it’s it was those rates were being set by the

2:14:57

airport commission so those are the type that’s a level of detail we’re trying to get at to understand whose authority and

2:15:03

whose roles and responsibilities will fall into place as you pointed out I mean the sewage treatment plan upgrade

is fully funded by Opera it’s not being funded by any of the revenues generated by the

2:15:14

airport and so because of that and because we’re using Town forces to support the airport

2:15:21

operations we’re trying to get a better sense of who is going to do what moving forward so because I agree with select

2:15:29

Mahoney I mean to a certainly the airports on an island by themselves they have been acting very independently and so we’re just trying to create a better

2:15:36

line of communication to help with their operations but not we don’t we don’t

2:15:42

want to get involved in the aviation industry we’re just trying to get more involved in the day-to-day operations of

2:15:47

what’s going on over there that’s the only reason I brought it up because we were discussing you know how

2:15:53

you know the funding for the wastewater treatment facility and I was under the

2:15:58

impression of being told for years that the airport was making money and this

2:16:03

and that and you know if you back the wastewater treatment funds out of that that’s really not the case and that’s

2:16:10

why I’m bringing it up again uh in the spirit of everything being made out there you know

2:16:17

I think either it is or it isn’t and I don’t have a problem either way but it should be black and white I mean it’s

it’s either making money or it’s not right and as I think we talked about a top meeting

2:16:28

um we talked about the fact that there was a small subsidy that was necessary to to to keep that budget um at zero in

2:16:37

as far as the aviation goes will will we have in this reorgan I know it’s early you’re going to come back what will

2:16:44

who’s going to actually be in charge of the aviation portion it’s the airport commission by Statute okay yeah by

2:16:50

Statute they are they have full Authority in controlling the airspace and what happens on the runway things of

2:16:56

all right uh so I’ll do a quick report the first thing I really want to start off with some with some really good news

uh Karen Keena Public Health director and um Mr Barry potvin our Board of Health

chair have been working very closely with State officials on what is known as

2:18:32

a public health Excellence Grant this is a collaborative Grant with

2:18:37

five municipalities working together on a shared services agreement for public health last year Kingston was a lead

2:18:44

agency they were unhappy with Kingston’s

2:18:50

leadership so they approached the town of Plymouth asked us if we would be willing to be the host agency which we

2:18:56

agreed to because of that agreement we’re going to receive starting in fy24 a 500 000 grant

2:19:06

for the next three to five years those dollars will be used to hire individuals such as social workers

2:19:14

epidemiologists food inspectors and public health nurses but

2:19:20

the town receives of that five hundred thousand dollars fifteen percent comes off the top that goes directly to the

2:19:27

town because we’re considered the host agent so we will be working with the Board of Health and Cancun as the best

2:19:33

use of that 15 percent and we’ll keep the board posted as how the shirts shared services agreement

2:19:39

moves along the rail trail extension is moving along

2:19:44

as you all know it begins at Lothrop and then connects to the uh the existing

2:19:49

wheel Trail we’re expecting that to be 100 complete within the next few weeks and ready for the summer

the uh again I talked last week about signage political science on public property I received a complaint this

past week that there were political signs on the shops at five home special services department took a look at that

2:20:11

and looked at the layout of the the towns layout and I just want to report

that all the signs that are up there as of today are all on private property and

not in the town’s layout Pilgrim Sands Motel has been sold

there is a company that is known for reh rehabbing these types of structures so

they’re in the process of Designing a rehabilitation of Pilgrim Sands that will include

grease trap septic system and interior Renovations they’re also looking at

other properties in the area to acquire as well um the can they buy Birds yeah

the the police department received a 21 000 critical incident stress management Grant so congratulations to Chief Flynn

um in the next couple weeks we will be we will be seeking approximately eight hundred

and thirty thousand dollar Opera funding for a police body One camera program

so we’ve gone out to bid it’s approximately eight hundred thousand dollars this is a program that

you see a lot of police departments especially Lodge police departments across the state are standing to where

the body cams the chief has worked with both unions they are in support of these

2:21:43

uh these cameras we think that it will provide a level of protection for police

2:21:49

officers and for our residents so we’re hoping by if if the board were to approve that sum of money we would be

2:21:55

able to implement the body One camera program by um by early fall

you may recall that at the April top meeting there was approximately a hundred thousand dollars was approved so

that the police department can go through a strategic analysis of their operations so we’re going to be issuing

2:22:16

that RFP within the next week or two and then spend the next 12 months thereafter doing a similar type of analysis of the

fire department went through the hope is with when this is complete we’ll have a a road map for the next 10 to 15 years

on what we need to do from a law enforcement standpoint for years to come

um talking about the police department this coming Thursday from 5 30 to 7 PM the police department will be holding a Narcan training this napkin training

will be held at the headquarters and it’s sponsored by uh by PCL Plymouth

County Outreach and it’s free for all individuals

last week we talked about swing sets at Fresh Pond so we’ve had an opportunity

to look at the structure itself the structures in actually great condition we thought we would have to repaint it

or sand it and actually it’s in really really good condition so what we’re going to do at this point so that we don’t have to trigger ADA

requirements is just replace all the swing sets themselves so that the

the kids can use them this Summer there are a couple that are either missing or broken

last week 60 to 70 DPW Personnel were certified in CPR

um concerns raised the last few weeks about demand notices being sent relative to

folks excise taxes so as of today all the water and sewer

fourth quarter bills went out so I’ll say that again if everybody’s listening home look out for your water and sewer bill

it’s gone out as of today and it’s due on June 1st after June 1st

the demand notices will be sent and again as I and that was about 14 000 notices was sent out today but as I

reported last week we’re working on technology where we can let folks know that if they want they can sign up to

and then the last thing I just want the report um Lee hamna planning drafts have brought this to my attention today that

last week his office filed the annual update on the community rating systems

um this is something they have to do annually and by doing so it saves every resident in this town five percent on

the flood insurance so I appreciate their efforts in trying to save our residents

um uh the senior issues task force which was impaneled by the select board last

year has partnered with the gerontology Institute at the University of Massachusetts Boston to conduct a

community needs assessment this is essential uh component of

guiding our town toward becoming an age and dementia friendly Community which is

a State national and international designation that allows us to apply for

and receive governmental grants on our way to actually

fulfilling the concept of becoming age and dementia friendly so we need your

help the survey has been mailed to 5 000 residents so not everybody’s getting it

but if you did receive one take a few minutes it’s only a few minutes it really is not that involved take the

take the survey and send it back the information you provide is going to guide guide us the task forces we plan

to create the great future for our seniors in our entire Community

you don’t have to have it mailed to you and you can be any age this is not just for seniors we need to hear from all

residents they’ll be they’ll be sort of age-related questions but we want to hear the perceptions of all of our all

morning and as you know he’s been taking the lead on Stevens Field project as we

speak right now he said they just started to do the test pist the test pits this week

so what they’re trying to understand is the level of contamination that’s in the soil so the depth of contamination the

width of contamination once they have determined that then they’ll be ready to

put this out to bid so we are still expecting it to go out to bid in the month of May
