um so hi my name is uh Andy loretz I am the chair of the distinguished visitors committee we recently sent a student

delegation of 10 students as well as two school committee members two teacher chaperones and a select board member and

I am pleased to report that it went very well for all involved we have a couple

students here tonight who will speak on that and then we will also present

to you the official gift that our friends in chichigahama sent over to us

as our town gift for us to have and I did want to say I’m very very proud of

these students in particular we had four orientation meetings to prepare them for

this trip they really worked quite hard prior to the trip in order to be able to

attend this they had to interview they had to participate in fundraising events
6:18
and generally get the word out about what they were doing to the community at large as you can see being presented

on the screen they had a lot of fun these are just a couple of photos that Miss Savory

um the of the school committee sent over and we can also hear from teacher

chaperone Miss Jackie Gervais and also maybe Mr Canty If he if you would like

to speak on it but again the students did a marvelous job representing our

town and really put their best foot forward in making sure that our 30 plus

year relationship as sister towns is not only doing well but it’s thriving

after the pandemic we were concerned about international travel and how we would continue this relationship we were

doing things such as virtual delegations in the meantime and this was our first delegation back and it was really

important that these students reset the tone and I think they did that by Leaps and Bounds so I’m very proud of them

again and I will let them have a couple of minutes each if that’s okay to speak about their experiences as well so if I

Plymouth South Middle School my experience in Japan was amazing the culture was rich and there was never a

moment where I didn’t feel welcome I think the best part of my experience was probably the little moments I spent with

my host family nothing really significant you know just kind of eating dinner talking at

breakfast stuff like that that’s the moments where I felt that were really important

um you know and the bigger things too were cool we went to this amazing Museum we went to Sendai city which was

absolutely massive um it was an amazing experience and I’m ever grateful for it thank you

hi my name is Henry farag I was lucky enough to be selected for this trip and

the program I’m so very grateful that I got to go to a new culture a new country and just see how different it was over

there the biggest takeaway for me had to have been the food because over before I

went everyone in my family including me was nervous that I wouldn’t like the food but when I got over there I really

enjoyed the food and that was one thing that I think that I’m never gonna when I was younger I never thought that I was

going to have like Japanese food or like sushi Ramen but over there I gotta try

it and I got to see how much I like it and see how I want to have it more and maybe want to go back one day thank you

takeaway for myself was embracing the culture and I learned a lot of new things and New Life habits like I got up

have made without going like my host family I they will always have a place in my heart and it was really nice to

the students this was a life-changing experience for most of them um and this is something that

we as a town have this opportunity and not many other towns do this I never had something like this growing up and I can

only imagine the windows and doors that would have been open for me and my perspective changes that would have

happened at an earlier age so the fact that 10 students five of which are were able to come tonight 10 students were

impacted this I hope those impacts Ripple across through the rest of our town throughout the rest of our history

everybody my name is Jackie Gervais and I’m A literacy coach at pcis I had the honor of being one of the two teacher

chaperones for these students and I just I think leaving both Mrs Vino and I were

just talking about how proud We were and how proud the our Plymouth Community should be of like the students that we

took with us they were able to put themselves out there and just be vulnerable with their
11:53
families and really take in the whole experience and I think they were able to get so much out of that with their
11:58
families meeting new people um so we were just so proud in general um

so one of my favorite Parts is a couple days they were with their families and we had the students send some pictures
12:10
of what they were doing and they were just so different like what each kid was able to do with their families we had
12:15
people were at the beach people were boating people were at baseball games they were I’m doing arts and crafts
12:22
making traditional foods and these are just from like one or two days where they sent us these images so just seeing
12:28
what they were able to get out of the experience was so was such an amazing experience for me
12:35
um and as a teacher one of the my favorite things that we did is we were able to participate in a professional
12:40
development with Japanese teachers and administration we talked about issues
12:45
that I think that as Educators we all think of um think about all the time but the the theme was like how do we make
12:52
students dreams come true and it was so empowering and so powerful as an educator so but yeah my favorite part
12:59
was just seeing the experiences that the students were able to have thank you

don’t want to put you on the spot but feel free if you would like to

different experience than the student delegation we did have some overlapping events but uh the adults that went

myself Mr bendizzi and two members of the school committee uh were in what was

called like the VIP delegation and the moniker could not have been more accurate to the way that they treated us
13:41
they would we would get up in the morning we’d eat breakfast at the hotel and then for the rest of the day we
13:48
would be shepherded from one event to the next with translators learning about the community that we were of
13:55
shishikahama the surrounding communities the culture the recent history as well

as their extended history um dating back we saw one area that was over 800 years old a shrine in
14:08
matsushima we saw the areas that were devastated by the tsunami in 2011 we saw
14:14
Community groups that had formed and response to that um
14:20
and it was stunning how much they were doing for us and how in how enthusiastic
14:28
they were about having us there at all these events um it was also very encouraging to see
14:36
how from the outside looking in how well the student delegation was doing and
14:42
they were very they seemed to be getting along very well with their families both the adults as well as the kids a lot of
14:48
these families had kids of various ages and to see them interacting as if you
14:54
know they were cousins on a family vacation as opposed to somebody that just met like three days ago and the

families seem to really be treating our students like they were part of their own families and treating them to the
15:06
best that they could offer it was somber at times to see how much shushugohama
15:12
had been affected by what happened in 2011 we would go around we’re used to in Plymouth going around and seeing
15:21
areas that date back to the pilgrims that you know the Oak Street school over here is a store because it’s 100 years
15:27
old Hedges 110 the North Street fire station they have large sections of their town that are 12 years old because
15:34
they were devastated by what happened in 2011 and you go around to see the buildings that are there now and there’s
15:40
marks of this is how high the water level was um
15:45
and that was very you know we have a lot of problems in Plymouth but we’ve never had to deal with that so we’re lucky in
15:52
that regard but we had a lot of similarities with them as well we had an education Summit where we talked about
15:59
uh concerns for students and the concerns of Japanese Educators and

administrators and officials for how to build better citizens and happy and
16:10
productive members of their society as opposed to just people that can recite a bunch of facts are very similar to the
16:17
same concerns and thoughts that we have here in America even though we were literally on the opposite side of the
16:23
earth so it was um it was encouraging to see how much similarity there was and to connect on
16:30
sort of a human level despite the vast differences in our culture our food our
16:36
climate it was very muggy there but it was it was truly a remarkable experience and something I was very happy to
16:43
participate in myself and to see the student delegation to and I can’t thank the town oshigahama or are certainly our
16:50
translators who made it all possible for us to understand what was happening enough for everything that happened
16:56
while we were over there thank you

uh good evening and so you know we’ve talked a little bit about our experience in shishigahama when Mr Canty and I

first returned and I’m not going to repeat all the experiences you guys all have heard the experiences both what the

students have shared and what Mr Canty have shared but I can tell you though when I was the assistant time manager

here five years ago I often heard about the sista City relationship with shishi
17:28
gahama and they never had the opportunity to experience it and then you you know you see the artifacts on
17:34
the fourth floor and you still don’t really get a sense of you know what is this really all about and I can tell you
17:40
with all honesty that you have to go to shishi gahama to truly understand the
17:47
bond between the two the two communities it was it was a it was
17:54
I’ve had the opportunity I said this in Japan I’ve had the opportunity in my air force career to travel to places like

South America Central America and Africa in this trip is by far and away the best
18:05
experience I’ve ever had and we’ve made lots of friends we made colleagues joking that they’re 13 hours
18:12
apart so when I’m up at midnight I have someone I can text who’s awake and you know at noon time back in Japan like the
18:19
mayor for example so I am looking forward to them returning in uh in US
18:27
hosting them they have set the bar extremely high I
18:32
know that vsb has already appropriated they’ve doubled their appropriation for
18:38
next year I hope that we can do that through the budget process this year and the school committee can support that so

we can double the resources that will be necessary in order to deliver on the
18:51
standards in which that we had the opportunity to enjoy so I’m looking forward to meeting for you all to meet
18:57
them next year in hosting them in their delegation so but it was definitely I

would say the best experience I’ve had in my life

board so it says to our beloved sister city of Plymouth this time the gift of Plymouth the gift

to Plymouth is a Sendai tansu Baku which is a traditional paper file made in

Sendai Sendai tansu is said to have its roots in a piece of fittings made by a

master Carpenter when dates lord of the dates Castle

Sendai tansu chests are characterized by the ornate metal fittings decorated with Gorgeous Ornamental Iron Work and the

Beautiful moving lacquered finish this piece’s metal fittings are in the design of a dragon and the box is

decorated with the auspicious Vermilion lacquer coating which is said to be a color that brings good fortune in

Japanese culture we are sending this artisanal gift to Plymouth with the wish that it will bring happiness to the town

Plymouth proud and I’m so proud to be an elected official of Plymouth because of you folks so and it’s it’s because of

you that they’re going to be students in a couple years going over this program will continue because it’s because it

because a young uh ladies and gentlemen like you representing that town so you should be

proud of yourselves and that you should be part of your parents and your teachers too thank you

to Bill to give a little bit of background of what he’s done over the course of his career Bill good evening

thank you good evening Mr chairman members of the ward I’m very excited to

be here a little bit about myself I’m from the Central Mass area I have 27

years of Municipal experience 11 years with the state with massdot 13 years as

a DPW director and talent engineer in a town of Auburn and uh a little over two and a half years with the city of
32:57
Worcester as Deputy Commissioner and I can tell you I’ve spent the past couple weeks it’s my second my third week now

meeting the DPW staff meeting the department heads and all the town employees reason I can I can say I feel
33:11
very welcome here to tremendous staff I’m very impressed with the leadership

impressed with the meetings I’ve had with the department heads and their staff and with the DPW staff the

division heads the employees very hard working individuals when I come to work everybody’s out working they know their
33:30
job and they’re hitting hitting the ground running I’ve been spending some time going over
33:36
a lot of the important projects that we have ongoing and there are a lot of them which I’m I’m excited about I like to be
33:42
busy I like to get involved in projects and Plymouth certainly has its share of
33:47
projects be whether it’s the Water Street Sewell project the four miles of
33:53
water main that we’ll be replacing the ball fields that we’re going to be building the bridges that we’re going to
33:59
be building there’s just so much work in town and I’m very excited for that and be happy to answer any questions that

town and the word I heard when I was running for office a couple years ago

was how unique our town is and it’s it that’s you can underline that unique but

you know and you’re joining a great team you’re going to be I saw your resume and

I’ve heard great things about you and I’m looking forward to seeing uh

the outside coming in and hopefully you can work with everybody and and bring

thank you sir I think my experience has been that you know I think at 10 or 15 years ago

people would have prioritized like Public Safety or public education above the DPW but I think that doesn’t happen

necessarily as much anymore I think we value how much infrastructure adds to

the quality of our life and this community has been proactively investing in infrastructure over the last decade

or so and that’s your department and you know I think that you know the community

is showing through investing tens if not hundreds of millions of dollars proactively that we value that and

that’s going to be your department and looking forward to you continuing those Investments so that we can you know

address some of the issues that we have going on in the community thank you and I sure certainly can see the amount of

the investment that the town is making and the the infrastructure and it’s not unnoticed and it’s appreciated it makes

our jobs easier in the long run that if the facilities are maintained well and we’re upgrading the facilities and the

infrastructure we have less Sewell main breaks and less Waterbury breaks if we have newer infrastructure and it

benefits the general public if our infrastructure is working well it’s less disruption to everybody’s lives

and did a fairly um in-depth presentation on what it would take for the town to acquire the

street lights and I believe it was about a 1.7 million dollar acquisition very different than where we were five years

ago and we could have purchased that for less than a hundred thousand dollars but the return on the investment is

about seven years so you know every day after year seven we make money on the

acquisition so it’s a policy decision at some point I think that we should maybe you know if

it’s up to the board have as an agenda item prior to the budget process and

this would have to be a budget item for consideration but is that something

that we want to do because we know if we wait a year or two years that 1.7 is going to be 1.9 or over 2 million so at
